During the grant contract period -- January 1, 1975, through March 31, 1976 -- the following stages have been designated for client activities and services: (1) outreach, recruitment, intake, and orientation; (2) testing, assessment, and basic and remedial education; and (3) skills training, counseling, job placement, and followup. The recidivism rate for project participants was found to be less than the 15-percent goal. Recidivism was defined as being convicted for an impact offense either while a participant in training or during 1 year after completing training. Performance measures focused on the number of (1) clients recruited, (2) clients completing the training phase, (3) trainees placed in employment, and (4) training completions referred to additional programs. The project did not achieve its enrollment objective. The achievement of project milestones was also evaluated. In these areas, staffing was 90 percent complete, and orientation was accomplished on time. The staff training milestone was not achieved, but milestones in recruitment, intake, testing, and classroom training were achieved. Recommendations are offered for project administration and data collection. Tabular evaluation data are provided; evaluation instruments and forms are appended.
