This booklet describes the Federal Surplus Property Transfer Program, designed to provide surplus Federal property at no cost for State and local offender rehabilitation programs, and provides instructions for completing an application for such property.
Abstract
Pursuant to the Comprehensive Crime Control Act of 1984, Chapter VII -- Surplus Federal Property Amendments, the U.S. Assistant Attorney General, Office of Justice Programs, is authorized to approve State or local offender rehabilitation programs for the receipt of Federal surplus real property at no cost. Eligible jurisdictions are the States, the District of Columbia, the Commonwealth of Peruto Rico, Guam, American Samoa, the Virgin Islands, the Trust Territory of the Pacific Islands, the Commonwealth of the Northern Mariana Islands, or any political subdivisions thereof. Both the General Services Administration and the Bureau of Justice Assistance will notify appropriate State criminal justice agencies of available surplus Federal property. The deed of conveyance of transfer will indicate that the property must always be used and maintained as a correctional facility for approved programs for the care or rehabilitation of offenders. Noncompliance will cause the property to revert to the Federal Government. Detailed instructions are provided for completing the application for such property, and an application form is supplied. The appendix contains the relevant Federal statute and a list of the addresses of General Services Administration regional offices.
