This report presents eight papers and an overview from a 1984 Australian workshop on inmate developmental programs; papers describe inmate programs in various Australian jurisdictions.
Abstract
Inmate programs are described for New South Wales, Victoria, Queensland, Western Australia, South Australia, Tasmania, and the Australian Capital Territory. One paper focuses on meeting the literacy needs of inmates. Programs described encompass education, vocational training, recreation, and prison industries. The overview of the papers and workshop proceedings indicates there was no consensus on a definition for developmental prisoner programs or agreement on underlying philosophy. There was agreement, however, that inmate programs are an integral part of effective prison programs are an integral part of effective prison management, if for no other reason than to provide humane custodial conditions. The content and delivery strategies for inmate programs throughout Australia were found to be similar, encompassing education, vocational training, recreation, and prison industries. The workshop participants also agreed upon ways to improve inmate program effectiveness. These include (1) developing program evaluation criteria from clearly defined program goals; (2) incorporating prior inmate diagnoses in selection devices for allocating programs to inmates; and (3) involving custodial officers in planning, implementing, and evaluating inmate programs. A nationwide inmate literacy curriculum is also recommended. The names and addresses of workshop participants are listed.
