The countries represented were 15 Brazil, China, Fiji, Hong Kong, Iraq, Japan, Kenya, Korea, Malaysia, Papua New Guinea, The Philippines, Singapore, Sri Lanka, and Thailand. In the first session, overcrowding was found to be a major problem, largely due to unconvicted prisoners in custody. Specific measures for certain countries as well as prison construction and modernization were recommended measures. Treatment programs for drug offenders and for juvenile offenders were discussed, as were issues related to the evaluation of the effectiveness of treatment. Efforts to conduct community-based programming were summarized, including probation, parole and aftercare supervision, day release and other forms of community treatment, good time allowances, and efforts to coordinate the treatment that occurs inside and outside the prison. Additional sessions focused on personnel management and staff training, evaluation research in corrections, interagency cooperation, and problems and recommended solutions relating to prison industries.
