This report traces the events of the inmate strike at the Attica Correctional Facility (New York) that occurred September 19-October 14, 1983; identifies substandard prison conditions and services associated with inmate grievances voiced at the time of the strike; and offers recommendations for improved prison conditions.
Abstract
Overall, this report by the New York State Commisssion of Correction concludes that unless major efforts are undertaken to revamp prison operations and address problems cited in the report, inmate tension and frustration will continue to pose a serious threat to prison stability. The report, however, praises the prison administration and the Department of Correctional Services for bringing the strike to a close without a major incident. Prison inadequacies are noted in the areas of security and inmate movement, staff-inmate relations, personnel and training, inmate discipline, the special housing unit, health care, the service unit, vocational and academic programs, visitation, and correspondence. Problems are also noted in sanitation, food services, inmate grievance resolution, law library services, the commissary, and transportation. Recommendations for improvement are offered in all the aforementioned areas. Listings of various inmate complaints and commission staff responses to these complaints are contained in the appendixes.
