A review of the changing police environment notes that changing social, economic, and demographic forces in Canadian society are producing increasing demand for all police services while governmental fiscal restraint has reduced police resources. The study argues that the most promising approach under this circumstance is community-based policing, which combines community and police resources for crime prevention and control. The key principles of community-based policing are explained, followed by an examination of management issues, including organizational structuring and change, personnel management, and the management of police information systems. An overview of community-based policing tactics and techniques considers problem-oriented policing, team policing, community-based crime prevention, differential police response, police strategies, and criminal investigation trends.
