The report reviews relevant literature and presents a descriptive analysis of the number and characteristics of juveniles confined in Nebraska's adult jails. Characteristics of high-confinement and low-confinement counties are compared. Data from a survey of 51 facilities licensed by the State as jail alternatives cover types of clients, facility characteristics, the number and proportion of juvenile clients, referral sources, and working relationships between these facilities and public officials. Existing procedures for confining juveniles in jails and lockups were examined through a telephone survey of 93 sheriffs and 10 police chiefs. Relevant Nebraska laws and proposed amendments to the JJDPA are analyzed. Recommendations pertain to procedural modifications, State law reforms, and jail standards amendments that will be required to achieve compliance with JJDPA's requirements for removing juveniles from adult detention facilities.
