Testimony by the OJJDP administrator, Alfred Regnery, reviews OJJDP activities in the areas of missing children, serious juvenile offenders, juvenile probation, the causes and correlates of delinquency, child sexual abuse, and juvenile drug and alcohol abuse. Most of the subcommittee members' questioning focuses on a noncompetitive grant issued by OJJDP to researchers in the American University School of Education. The research involves a study of 'Playboy,' 'Penthouse,' and 'Hustler' magazines to determine the character and extent of their depictions and portrayals of children, particularly regarding their sexual abuse by adults. Subcommittee members question the value of this research, the way the project has used its money thus far, and the reasons for not issuing the grant on a competitive basis.
