This handbook describes the history and process of policy development used by the American Correctional Association (ACA) and presents the 21 policies ratified to date.
Abstract
These policies (dealing with both juvenile and adult corrections) cover offender classification, community corrections, conditions of confinement, correctional industries, prison overcrowding, correctional facility design, female offender services, information systems, special goals of juvenile corrections, legal issues and litigation, and offender education and training. They also focus on special-needs offenders, parole, privatization, probation, purpose of corrections, staff recruitment and development, standards and accreditation, use of sanctions and controls, use of force, and programs for victims of crime. For each policy, an introduction, a policy statement, and guidelines for meeting the policy objectives are provided. Each policy also is accompanied by an informal discussion of the background thinking that went into policy development and the correctional issues addressed by the policy. Appendixes include the ACA Declaration of Principles and a listing of manuals of correctional standards issued by the ACA.
