On the basis of an investigation of alcohol abuse among young adults and youth in Maryland, this final task force report sets forth recommendations for improving and expanding existing services.
Abstract
A special office on substance abuse should be created to coordinate services, information, and research in the State. Prevention efforts should focus on increasing public awareness through media campaigns, activities, and the dissemination of guidelines for the identification and counseling of high-risk youth. In addition, health education programs in grades 3-12 should include information on drugs and alcohol. Teacher training covering alcohol and drug abuse as it relates to other adolescent issues also should be required. Additional funding should be made available for expanded educational and data collection initiatives, youth counseling, and law enforcement. In the area of treatment, a coordinated effort should be implemented that encompasses both inpatient and outpatient services with a strong emphasis on family involvement. Finally, special training programs should be developed and implemented for professionals working with youth. A summary of an unmet-needs survey is appended.
