This report on international narcotics control strategy reviews 1987 achievements and presents the 1988 plan, with attention to drug law enforcement activities in various countries.
Abstract
The Department of State's International Narcotics Control Strategy Report has been prepared in accordance with the 1961 Foreign Assistance Act of 1961 as amended and the 1986 Anti-Drug Abuse Act. The latter legislation requires that certain kinds of assistance be withheld at the start of each fiscal year from major illicit drug producing and major drug-transit countries, pending certification by the President the following March 1. This report contains justifications for certifying Columbia, Mexico, Laos, Lebanon, and Paraguay. A review of 1987 achievements in international drug law enforcement considers progress in curtailing trafficking in cocaine, heroin, and marijuana and in countering trafficking organizations. Other issues discussed for 1987 are public diplomacy, international cooperation, and narcotic production estimates. Summaries of 1987 drug enforcement progress in particular countries are included. The presentation of the 1988 international drug control strategy addresses plans for particular countries and regions, international aviation support, international organizations, and interregional training/demand reduction. A fiscal year 1989 budget for international drug law enforcement is broken down by region and activity. Other topics considered are money laundering patterns by country and international drug law enforcement training.
