The American Correctional Association collaborated with the Commission on Accreditation for Corrections to develop standards for adult correctional institutions.
Abstract
The standards incorporate contemporary trends, such as illegal drugs, international terrorism, AIDS, parole abolition, and the use of longer prison sentences. The standards are classified in five parts. Part one covers correctional institution administration and management, specifically focusing on policy and goal formulation, the role of outside agencies, communication channels, monitoring and assessment, public information and media access, fiscal management, personnel management, training and staff development, case record management, information systems and research, and citizen involvement and volunteers. Part two deals with the physical plant, covering building and safety codes, inmate housing, environmental conditions, program and service areas, administrative and staff areas, and security. Part three encompasses institutional operations, such as security and control, safety and emergency procedures, rules and discipline, special management, and inmate rights. In dealing with institutional services, part four reviews inmate reception and orientation, inmate classification, food service, sanitation and hygiene, health care, social services, and inmate release. Part five focuses on inmate programs, including work and correctional industries, academic and vocational education, recreation, mail and telephone use, visiting, library services, and religious programs. Appendixes contain security guidelines and procedures for the control and use of flammable and toxic substances and define who is qualified to conduct safety and sanitation inspections.
