The implementation of the three main objectives of the Nigerian Prison Service (NPS) (confinement, reform, and rehabilitation) are reviewed for the year 1986 and solutions to existing problems are presented.
Abstract
The NPS administered 130 prisons including 9 prison centers, 233 prison lock-ups, 2 Borstal institutions, and 4 staff training schools. Inmate population increased 0.67 percent from the previous year. Prison development programs, meeting the current and future requirements of NPS, are listed by State, and statistical data is tabulated for the cultural and linguistic classification of inmates, types of offenses, terms of imprisonment, type of punishment, demographic information, and trends in population flow. Information is also provided regarding number of deaths, escapes and recaptures, and juvenile offenders as well as for the rehabilitation and welfare of inmates encompassing skill training, medical and health care delivery, visits and inspections, staff administration, training, and development. Current problems include congestion in the cells; inadequate accommodations for staff, prison security; unhygienic toilet disposal; and lack of vehicles, ambulances, and communication equipment. The report states that the NPS can generate revenue and produce consumer goods and services that accommodate itself and the country, but only with the proper allocation of funds. Creation of a prison-farm revolving fund is recommended. 35 tables
