A director of programs from the line level recruits and trains volunteers to deliver inmate programs. The first program that required outside assistance was the General Educational Development (GED) Program. The local community college was contacted for assistance. The college's Adult Learning Center sought a special grant through the Wyoming State Department of Education. While awaiting grant approval, the Adult Learning Center trained and provided volunteers, and the Detention Center provided specialized facility training. The grant was approved, and funds were received for one instructor, one instructional aide, and minimum materials. There was provision for up to 10 students. One-to-one tutors are provided. Inmates in the class who have been transferred to State institutions have continued their studies there. The Detention Center and the Adult Learning Center plan to add a life skills class to the educational program in May 1990. The Detention Center has agreed to match grant funds to begin the program.
