This State plan for addressing the substance abuse problem in Rhode Island focuses on prevention/education, treatment, and enforcement.
Abstract
Initial chapters of this report address program funding, the use of a private coalition, and program coordination. The strategy for prevention/education features a program entitled Teaching Rhode Islanders to Reject Drugs. This program includes expanding the presence of parental, business, and community organizations in the schools and an effort to improve prevention/education efforts in public housing projects. Plans include an oversight system, the teaching of parenting skills, school reinforcement of healthy choices by students, better training of professionals, and the communication of a strong drug-free message. The treatment aspect of the plan involves a strategy entitled Helping Substance Abusers Get Back on Their Feet. This plan involves the provision of quality substance abuse treatment for all residents of Rhode Island, regardless of their ability to pay for such treatment. The enforcement aspect of the plan features a program entitled Making Neighborhoods Safe for Families. This enforcement strategy targets both casual drug users and drug dealers to make them accountable for the drug problems on the streets.
