Topics for inclusion at the Ninth United Nations (UN) Congress on the Prevention of Crime and the Treatment of Offenders are proposed.
Abstract
Four central topics are identified: (1) international cooperation and practical assistance to strengthen the rule of law and promote the UN's crime prevention and criminal justice program; (2) action against national and transnational economic and organized crime and the role of criminal law in protecting the environment; (3) criminal justice and police systems; and (4) crime prevention strategies, particularly as related to urban crime, juvenile crime, violent criminality, and crime victims. Specific discussion points are recommended in the context of the four central topics. These points encompass crime trends, crime causes, the impact of organized crime on society, proceeds of crime, money laundering, community policing, forensic investigation, prosecution, courts, corrections, lawyers, domestic violence, interagency coordination, mediation and alternative dispute resolution processes, and UN criminal justice standards. An annex contains a schematic breakdown of the central topics and specific discussion points.
