These papers discuss the content and roles of curfews and youth service programs as methods of juvenile delinquency preventions.
Abstract
City attorneys should be aware of several issues when drafting a juvenile curfew ordinance to increase the chances that a court will uphold it. The provisions included in most curfew ordinances include the purpose, findings, definitions, age, hours, place, forbidden activities, exceptions, liability of others such as parents and shop owners, enforcement procedures, penalties, statistics, review, severability, and construction. Youth service intervention programs include counseling, training, job placement, and recreational programs. Other programs include drug prevention programs, community service, information and referral, advocacy and planning, diversion, mentoring, mediation, education, and social services.
