This manual describes the components and procedures for the Garner Correctional Institution's Close Custody Phase Program, which provides a close custody unit to ensure a safe, secure, and humane environment for inmate gang members while providing them programs and incentives to sever their affiliation with a gang.
Abstract
The program consists of three phases, after which the participant is reintegrated into the general inmate population. Phase I encourages rudimentary disciplines while assessing inmates for program adaptability and attitude. Cross-cultural sensitization is taught to encourage inmates to live and work together harmoniously. Before acceptance into Phase II, inmates are required to sign a "letter of intent," which states their intention to renounce gang affiliations upon completion of the program. Phase II develops socialization skills while delving into education, management, and awareness programming. All activities and events in the phase occur in "squads" that consist of eight inmates. Phase III continues the emphasis on programming by diversifying into anger and violence forums. The cross- cultural sensitization continues to be taught in practical applications of inmate-to-inmate interaction. Interactive and interpersonal skills are taught to help inmates of all backgrounds resolve conflicts and live peacefully together. This manual presents the program components, including daily schedule, for each phase.
