Official records, evaluations, and comments from those in the field reveal that criminal justice agencies are arresting, prosecuting, and convicting record numbers of offenders; violent index offenses have remained stable; and cases of child sexual abuse have decreased. However, the efforts have not affected either the supply or price of drugs, crack cocaine and its relationship with gun-related violence has had a significant impact on several Illinois, and juvenile drug use appears to be increasing. Illinois has more than 35 major programs that use a multifaceted approach to address both drug and violent crime. The proposed strategy for fiscal year 1996 builds on the past successes by continuing effective programs, particularly those related to drug arrests, prosecution, alternative sanctions, and drug treatment options for offenders.
