Policing priorities and objectives in South Africa are outlined in this 1996-1997 annual police plan.
Abstract
Priorities and objectives are the result of an intensive consultative process between the police, communities, and elected representatives. In addition, they represent the distilled professional judgment of experienced police officers regarding significant problems to be addressed. Community policing has been accepted as the most sustainable, deliverable, and effective approach to the challenges posed by crime, criminality, and victimization in South Africa. Policing priorities have been identified that relate both to crime categories and to necessary organizational changes required to implement community policing and improve policing effectiveness. Key objectives are listed according to the following priorities: raise the level of public safety and security through improving the quality of police services, reduce violent crime, restrict organized crime, reduce hijacking and other vehicle-related crimes, combat commercial crime, establish effective crime intelligence, target corruption within the police service, effectively control and police the illegal movement of persons and goods, manage public order policing, enhance operational effectiveness, ensure equitable resource distribution, enhance police officer morale, and develop equal opportunity policies and programs.
