This report presents statistics about inmate misconduct in England and Wales in 1995, as well as the characteristics of the offenders involved and the punishments received.
Abstract
Some 105,300 offenses against prison discipline were punished in 1995, 4 percent less than in 1994. The 207 offenses per 100 of the average inmate population amounted to a decline of 8 percent from 1994. The most common offenses were disobedience/disrespect and unauthorized transactions, which included possession or unauthorized use of illegal drugs. Violent offenses accounted for about 12 percent of offenses; this proportion was similar to that of the previous 5 years. Inmates charged or convicted of offenses of robbery or burglary committed a disproportionate number of disciplinary offenses. The most common punishments in male correctional institutions were additional days and stoppage or reduction of earnings; additional days and forfeiture or privileges were the most common punishments in female correctional facilities. The average duration of an unsuspended punishment of additional days was 9 days for all offenses and as high as 26 days for escape and absconding offenses. Figures and tables
