The first half of the report presents statewide information on crime and arrests, along with individual sections on each index crime. The second half of the report contains more detailed crime and arrest information for individual jurisdictions organized alphabetically by county. Data for 1996 indicate 198,716 index offenses were reported in 1996 and 460,817 arrests were made. While total adult arrests increased by 7.1 percent, juvenile arrests increased by 4 percent. The crime rate was 3,863.8 serious crimes per 100,000 residents. Nearly 28 percent of index crimes were cleared. Violent crime decreased by 9.1 percent in 1996 but increased by 5.8 percent between 1986 and 1996. The amount of stolen property in 1996 totaled $164,946,301, 6.2 greater than the amount stolen in 1995. Handguns were involved in 61.7 percent of 1996 murders. Decreases were observed in the number of sexual assaults, robberies, aggravated assaults, and burglaries. Nearly 58 percent of those arrested for motor vehicle theft and 63 percent of those arrested for arson were juveniles. Increases were observed in drug law violations and fraud. Persons between 18 and 20 years of age accounted for 54 percent of 42,437 arrests for liquor law violations. Two Wisconsin law enforcement officers were killed feloniously; 619 assaults on law enforcement officers and 42 hate crimes were reported.
