The number of weapons circulating freely in communities in recent years has occasioned a growing awareness and deep concern. These arms, both legal and illegal, are seen by some as responsible for increases in violence, crime, and fatal accidents. This monograph presents information on different types of voluntary weapons collection programs (VWCPs), case studies of collection programs, discussion of some of the issues surrounding these programs and factors to be considered in planning a VWCP. The document examines amnesty, buy-back and exchange programs. It also discusses using VWCPs to involve local communities in developing and implementing a program to address weapons availability and work with local authorities. It reviews the advantages, drawbacks, and efficacy of VWCPs in reducing weapons availability.
