This article reports on a national telephone survey concerning police reporting and training regarding hate crimes motivated by sexual orientation.
Abstract
States that require local law enforcement agencies to report hate crimes generally have high compliance rates; States without mandatory reporting requirements have few law enforcement agencies that report these crimes. Law enforcement training on hate crime varies from State to State, with few States including information specifically addressing hate crimes motivated by sexual orientation. The training programs submitted for review contained several themes indicative of model training programs: (1) cooperative educational agreements with leaders of gay and lesbian communities; (2) emphasis on the significance of animus in perpetrators and law enforcement officers; and (3) implementation of competency-based law enforcement training standards to identify crimes motivated by sexual orientation bias, and response to both individuals and the target community.
