The California SATF addresses the 1993 legislative mandate to construct and operate a secure facility to expand the availability of drug treatment services. The legislation specified that the existing institutional and aftercare treatment components of the Amity Program at the Richard J. Donovan Correctional Facility and the Female Offender Substance Abuse Program at the California Institution for Women would serve as models for the SATF program. The SATF established an inmate drug treatment and recovery service system that is fully integrated with a community-based model. Drug treatment continues upon release while the SATF participant is on parole, because a smooth transition is crucial to successful reintegration into society. Those involved in the project have initiated an intensive planning effort to create a model correctional treatment program. Linkages will be established to ensure effective communication across the entire service network to transmit information and coordinate services for each SATF participant.
