The Waukesha County (Wisc.) Jail Secure Substance Abuse Treatment Program provides jail-based, intensive, culturally diverse drug treatment and skills development for pretrial and sentenced offenders with alcohol and other drug abuse programs.
Abstract
The program targets male and female offenders age 16 years and older and provides a continuum of drug treatment services. The program addresses offender drug abuse, cognitive distortions, mental health problems, release planning, and life skills. The program is funded by a grant by the Wisconsin Office of Justice Assistance through the Edward Byrne Memorial State an Local Law Enforcement Program. The program serves three categories of offenders: (1) those with dual disorders, (2) those who are appropriate for outpatient treatment but cannot leave the jail for these services, and (3) those who need day treatment and are not allowed to leave jail for these services. The program has achieved a 65-percent completion rate at a rating of fair or above in its first 7 months. It has served 144 inmates. Reports from participating offenders have been consistently positive. Participants are assigned to direct supervision housing, which allows greater freedom of movement and more privileges than are experienced by those in the linear-design facility. The Waukesha County judges give 5 days of sentence credit to those completing the program successfully. The Waukesha County Sheriff's Department is currently seeking second-year funding to continue the project.
