The African regional preparatory meeting was held in December 1998 prior to the Tenth United Nations (UN) Congress on the Prevention of Crime and the Treatment of Offenders.
Abstract
Meeting participants examined the four substantive agenda items for the UN Congress: (1) promoting the rule of law and strengthening the criminal justice system; (2) international cooperation in combating transnational crime; and (3) effective crime prevention; and (4) accountability and fairness in the criminal justice process for both offenders and victims. Meeting participants also formulated recommendations to be considered at the UN Congress. These recommendations emphasized the work of the African Institute for the Prevention of Crime and the Treatment of Offenders, the direct link between promoting the rule of law and strengthening the criminal justice system to keep pace with evolving political and socioeconomic conditions in African countries, the effect of globalization and technological advances, extradition and mutual legal assistance, corruption, money laundering, terrorism, and arms trafficking. Other recommendations concerned crime prevention measures, victim compensation and restoration, prison overcrowding, and crime causes. Finally, meeting participants examined workshops to be held at the UN Congress that focused on corruption, computer crime, community involvement in crime prevention, and women in the criminal justice system. Annexes contain a list of meeting participants and a list of relevant documents.
