This report assesses systematic bias against women in the Los Angeles Police Department (LAPD) and makes recommendations on how to promote gender equity in the LAPD.
Abstract
The LAPD faces the challenge of changing its approach to policing from a traditionally reactive, enforcement-oriented policing approach to one of community interaction and conflict resolution. The issue of gender equity is significant in meeting this challenge. Gender equity means the creation of a gender-balanced police department that fully integrates women into the ranks of police officers and staff, values their contributions to policing, and treats them fairly. Key recommendations are offered that cover recruitment, hiring, training, promotion, job assignment, performance, sexual harassment, and the police response to violence against women. Appendixes contain additional information on gender equity in the LAPD and a proposal for an LAPD women's liaison.
