Quebec City is the brutal epicenter of the war between these two groups, characterized by murders, attempted murders, arson and bombings. During their war both groups have used a large number of powerful explosives to attack clubhouses, places of business, residences, vehicles, hangouts and rivals and their supporters. During one of these attacks an innocent boy was killed. The resultant public outcry and demands for government action against the gangs resulted in formation of a provincial anti-gang squad in October 1995. Although the violence has calmed considerably, there has been no peace treaty or cease-fire in the biker war. Tensions remain high between Hells Angels and Rockers and incidents of murder, arson, bombing and other violent crime attributed to the gangs continue. The article describes Project HARM--the name comes from the initials of these two groups--formed in 1997 to combat gang activity. It is the Montreal Urban Community police force’s squad and is used for street-level operations against the two gangs. References
