The purpose of the initiative which began in 1992, was to address street gang and drug-related violence and to seek the most significant fugitives wanted for crimes of violence through the use of long-term, proactive task forces. The task forces team 805 FBI special agents with 251 other Federal agents and 1,096 State and local law enforcement participants. The task force concept increases the effectiveness and productivity of limited personnel and logistical resources and allows the use of sophisticated investigative techniques. The program has resulted in more than 75,000 convictions and pretrial diversions since its inception. Accomplishments in individual cities have included a joint law enforcement operation designed to dismantle illegal drug sales and gangs in one city, the conviction of 12 members of one gang, a 40 percent reduction in crime in one Los Angeles neighborhood as a result of the arrest of 61 individuals connected with gang-related violence, seizures of illicit drugs and firearms, the solving of numerous homicides, and a reduction in homicides.
