This report presents statistical information on the offender population at the Hillbrook Juvenile Detention Center and an overview of residential programs and services, as well as issues related to facility operations for fiscal year 2007 at the Hillbrook Juvenile Detention Center in Onondaga County, NY.
Abstract
Hillbrook’s mission statement indicates that it “embraces the philosophy of restorative justice for youth within the juvenile justice system.” It provides an intensive child-care program with an emphasis on educational, prosocial, and life-skills development. The report’s section on resident programs and services describes the programs and operations of Hillbrook’s Education Department, Social Work Department, and Medical Department. The report also lists community-sponsored programs, in which Hillbrook has partnered with speakers and organizations from the community in order to enhance the personal and prosocial development of the youth. Literacy has been Hillbrook’s focus in 2007. Under a program of detention reform begun in 2005, the county has committed to ensuring that detention is reserved only for those who pose a risk to public safety or are at risk of failing to appear in court; to pursuing the least restrictive setting for youth without compromising public safety; and to advancing long-term efforts to guarantee fair, equitable, race-neutral, and culturally sensitive juvenile detention policies and practices. In 2007, Hillbrook began using the Risk Assessment Instrument screening tool, which is an objective screening tool used to determine risk level for failure-to-appear or reoffending. Information is also provided on Hillbrook’s staff and training. This report also provides data and information on the Hillside Children’s Center, a nonsecure county detention facility managed by Hillbrook. Statistics for Hillbrook secure detention residents address admissions, occupancy rates for each year from 2003 through 2007; 2007 detainees by age, race, and gender; 2007 average length of stay; average daily population; and out-of-county residents.
