The first chapter reports on matters addressed by the Commission that call for action by the Economic and Social Council (ESC) or to be brought to its attention. These include a draft resolution on technical assistance for implementing the international conventions and protocols related to terrorism, which would be recommended by the ESC for adoption by the U.N. General Assembly. Five draft resolutions are proposed for adoption by the ESC. They pertain to the prevention, investigation, prosecution, and punishment of economic fraud and identity-related crime; support for the regional programs of the U.N. Office on Drugs and Crime; countering kidnapping and providing assistance to kidnapping victims; the collection, reporting, and analysis of crime data; and support for national and international efforts for child justice reform. Five resolutions to be brought to the attention of the ESC address the treatment of women in custodial and nonsocial settings; the role of private security services in providing public safety; the governance and finances of the U.N. Office on Drugs and Crime; the Fourth World Summit of Attorneys General, Prosecutors General, and chief Prosecutors; and followup to a conference on drug trafficking, transnational organized crime, and terrorism in the Caribbean. Other chapters of this report pertain to deliberations and actions of the Commission with reference to crime prevention and criminal justice, as well as the provisional agenda for the Commission's 19th session and other administrative matters. Eleven appendixes present financial statements related to each of the draft resolutions developed by the Commission.
