Forty-six sheriffs' departments and 40 police departments participated in the collection, compilation, and analysis of crime and arrest statistics throughout the State. The data on crime address violent crime (murder/nonnegligent manslaughter, forcible rape, robbery, and aggravated assault) and property crime (burglary, larceny/theft, and motor vehicle theft). A Modified Crime Index that includes arson as the fourth property crime and the eighth index offense is calculated at the Federal level; arson data are not included in this report. Offense data address the number of crime index offenses known to law enforcement agencies, the type and value of stolen property, additional information on homicides and arson, and law enforcement officers killed or assaulted. Arrest and clearance data cover the number and type of offenses cleared, the number and type of index offenses cleared that involve juveniles, the number of persons arrested by offenses, and the characteristics of persons arrested (age, sex, and race). In 2008, 12,850 crime index offenses were reported by local North Dakota law enforcement agencies, a 2.5-percent increase from the 12,532 reported in 2007. The crime index rate per 100,000 population for 2008 was 2003.1, a 2.3-percent increase in the 2007 crime rate. The total number of reported violent index crimes was 1,035, a 16.8-percent increase from 2007. Violent crime accounted for 8.1 percent of total index crimes reported in 2008. The number of property crimes reported in 2008 was 11,815, a 1.5-percent increase from the 11,646 reported in 2007. Property crime accounted for 91.9 percent of total crime index offenses reported in 2008. North Dakota law enforcement agencies reported 29,334 arrests in 2008, compared with 30,780 arrests reported in 2007. Juvenile arrests accounted for 22.5 percent of the total arrests in 2008.
