This report of the United Nations (U.N.) Conference of the Parties to the U.N. Convention Against Transnational Organized Crime addresses the proceedings of the Conference's fifth session, held in Vienna, Austria, October 18-22, 2010.
Abstract
Chapter 1 presents the resolutions and decisions adopted by the Conference. One resolution pertains to ways to ensure the effective implementation of the Convention and its protocols. Other resolutions focus on specific types of transnational organized crime. Other topics addressed in chapter 1 are the implementation of Convention provisions on technical assistance, combating transnational organized crime against cultural property, and the implementation of the Convention provisions on international cooperation. Decisions adopted by the Conference pertain to a provisional agenda for the sixth session of the Conference and the establishment of a committee of the whole. Chapter 2 of the report presents elements of the organization of the session, which includes its opening, the election of officers, adoption of the agenda, and documentation. Chapter 3 presents comments by the high-level representatives at the Conference. This includes a report on the debate among these representatives about new and emerging forms of transnational organized crime. Chapter 4 summarizes the general discussion by Conference participants. Chapter 5 reviews progress in the implementation of the Convention and its protocols among member-state signatories of the Convention. The next three chapters consider mechanisms for reviewing implementation of the Convention and its protocols, technical assistance for implementing the Convention, and expert consultation on the use of the Convention for combating emerging forms of crime. Remaining chapters address Conference deliberations and/or actions related to international cooperation, financial and budgetary matters, provisional agenda for the Conference's sixth session, and adoption of the Conference report on its fifth session. 10 Annexes with supplementary financial statements and a list of documents before the Conference
