EXAMINATION OF THE HANDLING OF FEDERAL FUNDS BY THE ILLINOIS LAW ENFORCEMENT COMMISSION (ILEC).
Abstract
THE WAYS USED TO ALLOCATE GRANTS AMONG CRIMINAL JUSTICE SYSTEM COMPONENTS WERE STUDIED AS WELL AS THE WAYS THAT PRIVATE AGENCIES CAN UTILIZE GRANTS TO TAKE AN ACTIVE ROLE IN COPING WITH CRIME AND SOCIAL PROBLEMS. STUDY INFORMATION WAS OBTAINED THROUGH INTERVIEWS WITH COMMISSIONERS AND COMMISSION STAFF MEMBERS, ANALYSIS OF COMMISSION STATISTICS, EXAMINATION OF ILEC APPLICATION FILES, AND OBSERVATION OF OFFICIAL MEETINGS. RESULTS REVEAL THAT ILEC GRANTS FAVOR AGENCIES WITH A PROVEN RECORD OF SUCCESS. APPENDED INFORMATION INCLUDES A PROPOSED BUDGET FOR THE 1972 CRIMINAL JUSTICE PLAN OF ILLINOIS AND ADDRESSES OF ILEC, COOK COUNTY, AND CHICAGO REGIONAL OFFICES.
