The ADC program's purpose is to implement and improve drug treatment courts that integrate substance abuse treatment, mandatory drug testing, sanctions and incentives, and transitional services under judicial supervision by the court. Those eligible for drug court participation must be nonviolent, at high risk for reoffending, and have an assessed need for substance-abuse treatment. During the 6 months under review, 12,227 offenders were enrolled in BJA-funded drug courts, a 2,432 increase from the previous 6 months. There was an average graduation rate of 49.8 percent, slightly lower than the 51.5 percent graduation rate during the previous 6 months. Of the new drug court participants, 76.3 percent were assessed as having high criminal need and risk for reoffending, which is higher than the 75 percent during the previous 6 months. Just under 27 percent of drug court participants tested positive for illegal substance use in random drug tests of those in the program for at least 90 days.
