THE EFFECTIVENESS OF CORRECTIONS IS DISCUSSED IN TERMS OF THE HISTORY AND UPGRADING OF PENAL REFORM.
Abstract
LEAA APPROVED 8 MILLION DOLLARS DURING 1970 FISCAL YEAR, IN DISCRETIONARY GRANTS UNDER CORRECTIONS IMPROVEMENT PROGRAMS. THESE FUNDS HELP TO OVERCOME THE FINANCIAL DILEMMA, A SIGNIFICANT DIFFICULTY IN CORRECTIONS. RIOTS AND INCIDENTS WITHIN PRISONS INDICATE THAT RACE IS A MAJOR FACTOR TO BE OVERCOME. WHILE SOME ADVANCEMENT IS BEING MADE IN CORRECTIONS REFORM, MANY FACTORS WERE DISCUSSED AS TO THE SLOW RATE OF REFORM. FOUR DECISIONS ARE PRESENTED SHOWING THAT THE COURTS ARE STARTING TO PROTECT THE RIGHTS OF PRISONERS.
