REPORT CHARGES THAT LEAA'S HIRING POLICY IS DISCRIMINATORY TOWARD BLACKS, AND THAT LEAA HAS NOT INVOLVED BLACKS IN CUTTING CRIME.
Abstract
THIS REVIEW IS BASED ON TESTIMONY BY THE NATIONAL URBAN LEAGUE AT A CONGRESSIONAL SUBCOMMITTEE HEARING IN MARCH 1976. IT MENTIONS THE HIGH CRIME RATE IN THE BLACK COMMUNITY TO INDICATE THAT INNOCENT BLACKS ARE OFTEN THE VICTIMS OF BLACK CRIME. HOWEVER, THE REPORT CLAIMS, POLICE AGENCIES AND THE LEAA HAVE OFTEN BEEN UNMINDFUL OF THIS. NOT ONLY HAS THE LEAA BEEN LAX IN CREATING CRIME PREVENTION PROGRAMS THAT INVOLVE THE BLACK COMMUNITY, BUT, THE REPORT SAYS, LEAA HAS NOT PROMOTED BLACKS TO UPPER MANAGEMENT AND POLICY-MAKING POSITIONS. THE URBAN LEAGUE ASSERTS THAT UNLESS FUNDING FOR LAW ENFORCEMENT PROGRAMS IS NOT TO BE SEEN AS ANTI-BLACK IN CHARACTER, LEAA WILL HAVE TO TAKE A MORE AFFIRMATIVE EFFORT TO INVOLVE BLACKS....BS
