FINAL EVALUATION ON A PROJECT TO REDUCE BURGLARY BY 10 PERCENT IN THREE PATROL TEST SECTORS IN SEATTLE THROUGH A PROGRAM TO INVOLVE CITIZENS IN PREVENTION EFFORTS AND TO INCREASE APPREHENSION AND CLEARANCE RATES.
Abstract
THE PROGRAM WAS CONDUCTED BETWEEN SEPTEMBER 1973 AND SEPTEMBER 1974 AS A MEANS OF DEALING WITH A LOCAL AND NATIONAL INCREASE IN BURGLARY VOLUME OVER THE PREVIOUS 12-MONTH PERIOD. THE FOUR ELEMENTS OF THE PROGRAM INCLUDED TARGET HARDENING BY CITIZENS AND DEVELOPMENT OF FORECASTS OF PROBABLE BURGLARY TARGETS, BASED ON WHICH TEAM POLICING, PATROL TACTIC PLANNING, AND DEPLOYMENT OF SPECIAL UNITS WITH SPECIAL EQUIPMENT WERE BASED. DATA FOR THIS EVALUATIN WERE OBTAINED FROM THE DEPARTMENT'S DATA PROCESSING SECTION AND THE PATROL BUREAU'S OPERATIONS ANALYSIS UNIT. THE WILCOXON TESTS, MATCHED-PAIR SIGNED-RANKS TEST AND THE TWO-SAMPLE RANK-SUM TEST, WERE THE STATISTICAL ANALYSIS TOOLS USED TO DETERMINE IF THERE WAS A STATISTICALLY SIGNIFICANT CHANGE BETWEEN THE TWO PERIODS. RESULTS VARIED AMONG SECTORS AS WELL AS AMONG CAR BEATS WITHIN THE SECTORS. IT WAS CONCLUDED THAT BOTH THE TIME ALLOTTED FOR THE STUDY AND THE EVALUATION DESIGN WERE INADEQUATE TO ASSESS THE TRUE IMPACT OF THE APPROACH TO BURGLARY REDUCTION.
