A REGIONAL PROGRAM DESIGNED TO ENHANCE THE CRIME PREVENTION CAPACITY OF SMALL AND MID-SIZED POLICE DEPARTMENTS IN SOUTH CENTRAL CONNECTICUT IS DESCRIBED.
Abstract
SOUTH CENTRAL CONNECTICUT IS A METROPOLITAN REGION COMPRISING URBAN AND INDUSTRIALIZED MUNICIPALITIES AND SMALLER, SUBURBAN COMMUNITIES. WITH THE CITY OF NEW HAVEN AT ITS CORE, THE REGION CONTAINS 17 INDEPENDENT MUNICIPALITIES, EACH OF WHICH MAINTAINS ITS OWN ORGANIZED POLICE FORCE. THE SOUTH CENTRAL REGIONAL CRIME PREVENTION BUREAU WAS DESIGNED TO PROVIDE A COST EFFECTIVE AND EFFICIENT MECHANISM BY WHICH SMALLER POLICE AGENCIES, WITH LIMITED PERSONNEL AND FINANCIAL RESOURCES, COULD DELIVER A WIDE RANGE OF CRIME PREVENTION SERVICES TO THEIR COMMUNITIES. SINCE ITS INCEPTION IN 1975, THE BUREAU HAS PURSUED THREE MAJOR GOALS: PROVIDING PARTICIPATING AGENCIES WITH COMPREHENSIVE, UP-TO-DATE CRIME PREVENTION PROGRAMS; EDUCATING THE PUBLIC ABOUT ITS ROLES AND RESPONSIBLITIES IN CRIME PREVENTION; AND DEVELOPING IN-HOUSE EXPERTISE ON CRIME PREVENTION SERVICES WITHIN EACH PARTICIPATING AGENCY. DETAILS OF THE BUREAU'S PROGRAMS AND ACTIVITIES ARE PRESENTED, WITH PHOTOGRAPHS AND REPRODUCTIONS OF LITERATURE. THE BUREAU'S RESIDENTIAL BURGLARY SECURITY ANALYSIS PROGRAM IS EVALUATED. THE OVERALL IMPACT OF THE BUREAU IS ASSESSED. (LKM)
