THE DEVELOPMENT OF STANDARDS AND GOALS FOR SCHOOL CAMPUS POLICE AND SECURITY AGENCIES IS DISCUSSED.
Abstract
IN THE DEVELOPMENT OF PLANS WITH STANDARDS AND GOALS TO IMPROVE OPERATIONS, IT IS NECESSARY TO CONSIDER THE COMPLEXITY OF PROTECTIVE SERVICES, THE ROLE OF A COLLEGE OR UNIVERSITY, AND THE ROLE OF CAMPUS SECURITY IN SUPPORTING AN INSTITUTION. ONE OF THE MOST TIME-CONSUMING ASPECTS OF PROTECTIVE SERVICES IS THE HELPING ELEMENT (ESCORTS, MONEY DETAILS, PUBLIC INFORMATION, ASSISTING MOTORISTS, AIDING THE HANDICAPPED, AND DELIVERING EMERGENCY MESSAGES). TRADITONAL SECURITY SERVICES INCLUDE THE PROTECTION OF LIFE AND PROPERTY AND CONFLICT RESOLUTION. A DIFFICULT PART OF CAMPUS SECURITY IS THE MOVEMENT OF TRAFFIC AND PLACEMENT OF VEHICLES. PROVISION MUST BE MADE SO THAT DISCRETION IS EXERCISED, AND THE USE OF POLICE AUTHORITY IS REGULATED IN CAMPUS SECURITY ACTIVITIES. WRITTEN GUIDELINES ARE NECESSARY, THEREFORE, TO INSURE THAT OFFICERS BASE THEIR ACTIONS ON SOUND AND MORAL PRINCIPLES. COMMUNITY RELATIONSHIPS ARE IMPORTANT, AS WELL AS THE NEED TO EXAMINE OBJECTIVES, PRIORITIES, AND INPUTS TO POLICY DECISIONS AND CHANGE. RESOURCES THAT ARE ESSENTIAL FOR CHANGE AND IN MAINTAINING AN EFFECTIVE CAMPUS SECURITY DEPARTMENT INCLUDE TECHNICAL SKILLS, HUMAN RELATIONS SKILLS, PROCEDURAL SKILLS, CAREER GUIDANCE AND COUNSELING, EDUCATIONAL OPPORTUNITIES, AND THE DEVELOPMENT OF A POSITIVE APPROACH TO EMPLOYEE PERFORMANCE AND TRAINING. PERSONNEL STANDARDS ARE NEEDED TO STIPULATE HOW PEOPLE IN THE CAMPUS COMMUNITY MUST BE TREATED, SUCH AS RULES OF CONDUCT THAT WILL SERVE TO MOTIVATE AND RETAIN OFFICERS. THE IMPORTANCE OF A CAMPUS SECURITY DIRECTOR AND ACCOUNTABILITY ARE STRESSED. THE TEST OF EFFICACY IS WHAT THE CAMPUS COMMUNITY THINKS OF ITS SECURITY AND NOT WHAT A CAMPUS SECURITY DEPARTMENT THINKS OF ITS ORGANIZATION. (DEP)
