WEST GERMAN INTERNAL SECURITY PROBLEMS ARISING FROM THE ACTIVITIES OF A SECOND TERROIST GENERATION ARE DISCUSSED.
Abstract
LESS TIGHTLY ORGANIZED THAN THE ORIGINAL GROUPS, THE SECOND GENERATION FORMS LOCAL CULTS, FACILITATING EXPANSION, DECENTRALIZATION, AND CONTACTS TO OTHER RADICAL ELEMENTS, AND MAKING CAPTURE DIFFICULT. FURTHERMORE, THE FIELD OF TERRORIST ACTIVITIES AND LOGISTICS HAVE EXPANDED TO OTHER COUNTRIES, POSSIBLY WITH THE HELP OF FOREIGN TERRORISTS. SECOND GENERATION TERRORISTS CAN LEAD AT LEAST PARTIALLY LEGAL LIVES WITHOUT HAVING TO GO UNDERGROUND AND NEED NO LONGER RELY ON ILLEGAL MEANS SUCH AS BANK ROBBERIES FOR FUNDS. FOR THESE REASONS AND BECAUSE OF THE GENERAL INCREASE IN CRIME (PARTICULARLY AMONG THE VERY YOUNG), SPECIAL POLICE ATTENTION, INTERNATIONAL COOPERATION, EXPERTISE IN ECONOMIC CRIME, AND AWARENESS OF CRIME DIVERSIFICATION ARE REQUIRED. AS POLICE MANAGEMENT COMES FROM HIGHER AND HIGHER LEVELS FOR LARGE-SCALE POLICE ACTIONS, THE TRADITIONAL LOCAL SECURITY FUNCTIONS OF THE POLICE ARE IN DANGER OF BEING NEGLECTED. THESE PROBLEMS CAN ONLY BE MET BY SURVEYING THE OVERALL SITUATION OS THAT APPROPRIATE PRIORITIES CAN BE ESTABLISHED AND PERSONNEL DISTRIBUTED AS NEEDED. AN OFFENSIVE STRATEGY OF PREVENTION MUST REPLACE DEFENSIVE POLICIES, BUT THIS IS ONLY POSSIBLE IF EMPLOYEES ARE RETAINED AT THE LOCAL LEVEL INSTEAD OF BEING REASSIGNED TO SPECIAL NATIONAL OR SUPRANATIONAL DUTIES, IF GAPS IN POLICE FUNCTION CAN BE ACCEPTED BY POLICE MANAGEMENT, AND IF THE POLICE KNOW THAT THEY HAVE POLITICAL AND MANAGEMENT BACKING IN HIGH-RISK SITUATIONS. --IN GERMAN.
