Abstract
THE BOOK BEGINS WITH AN OVERVIEW OF THE MANAGEMENT PROCESS AND THE HISTORY AND PHILOSOPHY OF MANAGEMENT, PARTICULARLY POLICE MANAGEMENT. THE ORGANIZATIONAL ENVIRONMENT FACING POLICE MANAGERS IS DISCUSSED IN RELATION TO MANAGEMENT TECHNIQUES. MASLOW'S HIERARCHY OF NEEDS, HERZBERG'S MOTIVATION-HYGIENE THEORY, DOUGLAS MCGREGOR'S THEORY X AND THEORY Y, AND THE LIKERT MANAGEMENT SYSTEMS ARE REVIEWED TO PROVIDE A FRAMEWORK AGAINST WHICH POLICE MANAGERS MAY ANALYZE AND UNDERSTAND THEIR OWN ORGANIZATIONAL BEHAVIOR. THE QUALITIES OF POLICE MANAGERS ARE LISTED ON A MANAGERIAL GRID TO ALLOW ANALYSIS OF FIVE MANAGEMENT STYLES AGAINST CONCERN FOR PRODUCTION AND CONCERN FOR PERSONNEL. A CHAPTER DEALING WITH MANAGEMENT COMMUNICATIONS DISCUSSES COMMUNICATIVE STYLES AVAILABLE FOR EXERCISING INFLUENCE IN THE POLICE DEPARTMENT. THE 'JOHARI WINDOW,' AN INFORMATION PROCESSING MODEL BY WHICH MANAGERS CAN JUDGE THEIR EFFECTIVENESS IN DEALING WITH THE COMMUNICATIVE CONCERNS OF RESPONSE AND EXPOSURE, IS GIVEN PARTICULAR ATTENTION. ANOTHER SECTION OPENS WITH A DISCUSSION OF PLANNING TECHNIQUES AND GOES ON TO DESCRIBE A SIMPLE, STEP-BY-STEP DECISIONMAKING METHOD USED IN INDUSTRY AND GOVERNMENT. FISCAL MANAGEMENT, FISCAL CONTROL, AND BUDGETING PROCESSES FOR POLICE DEPARTMENTS ARE COVERED AND WAYS OF BUDGETING TIME THROUGH STRUCTURED DECISIONMAKING PROCESSES AND USE OF A SPECIFIC MANAGEMENT BY OBJECTIVES SYSTEM ARE DESCRIBED. THE FINAL SECTION EXAMINES IMPLEMENTATION OF MANAGEMENT SYSTEMS. SKILLS FOR COLLECTIVE BARGAINING AND DEALING WITH POLICE UNIONS, HANDLING RESISTANCE TO CHANGE, AND HUMAN BEHAVIOR MODIFICATION ARE COVERED. THE TEXT ENDS WITH A DISCUSSION OF THE ORGANIZATIONAL DEVELOPMENT PROCESS, AND ADDRESSES ISSUES SUCH AS FOUNDATIONS FOR ORGANIZATIONAL DEVELOPMENT, MANAGEMENT OF TEAM BUILDING, AND THE USE OF RATIONAL AND PSYCHOLOGICAL PRINCIPLES IN BRINGING ABOUT ORGANIZATIONAL DEVELOPMENTS. AN INDEX AND REFERENCES ARE PROVIDED.
