CHARACTERISTICS OF JUVENILE OFFENDERS IN WISCONSIN IN 1977 ARE DESCRIBED.
Abstract
SIGNIFICANT CHARACTERISTICS OF THE NEWLY ADMITTED WISCONSIN JUVENILE OFFENDERS DURING 1977 INCLUDE THE FOLLOWING: (1) APPROXIMATELY TWO-THIRDS OF JUVENILE MALE OFFENDERS HAD COMMITTED BURGLARY OR AUTO THEFT, (2) THE NUMBER OF NEWLY ADMITTED JUVENILE FEMALE OFFENDERS SIGNIFICANTLY INCREASED, (3) ABOUT ONE-HALF OF THE JUVENILE FEMALES RETURNED TO INSTITUTIONS WERE RETURNED FOR ABSCONDING OR RUNNING AWAY, AND (4) THERE WAS A DECREASE IN THE PERCENTAGE OF NEWLY ADMITTED JUVENILE MALES FUNCTIONING AT BELOW NORMAL INTELLIGENCE LEVEL. A TABULAR DESCRIPTION OF NEWLY ADMITTED JUVENILE OFFENDERS FROM 1973 THROUGH 1977 IS ALSO PRESENTED. THERE WAS AN INCREASE IN NONWHITE JUVENILE MALES, AN INCREASE IN FEMALE PROBATION VIOLATORS, AND A CONTINUED DECREASE IN INTELLIGENCE LEVELS OF FEMALES. THE REPORT INCLUDES 18 TABLES DESCRIBING JUVENILES ADMITTED IN 1977. THEY ARE CHARACTERIZED BY TYPES OF ADMISSIONS (NEW, RETURN, FROM PROBATION, ETC.), BY REGION AND COUNTY (WITH MAPS INDICATING THE BREAKDOWN), BY AGE AND RACE AND INSTITUTIONAL SOURCE, BY OFFENSE, NUMBER OF COMPANIONS INVOLVED IN DELINQUENCY, PROBATION EXPERIENCE AND AGENCY EXPERIENCE, BY KINDS OF PUBLIC ASSISTANCE RECEIVED BY THE FAMILY, HIGHEST GRADE COMPLETED, ACHIEVEMENT SCORES AND BY INTELLIGENCE ESTIMATES. THE APPENDIX SUMMARIZES THE INFORMATION UNDER THE SAME HEADINGS. IT IS NOTED THAT 43.7 PERCENT OF THE 1,052 JUVENILES ADMITTED WERE FROM MILWAUKEE COUNTY. THE APPENDIX PRESENTS DESCRIPTIVE TABULAR DATA FOR THE 10 COUNTIES WITH THE HIGHEST PERCENTAGE OF NEW JUVENILE ADMISSIONS UNDER THE SAME HEADINGS AS IN THE BODY OF THE REPORT. (FCW)
