THE AFL-CIO'S CITIZEN COMMUNITY MOBILIZATION PROJECT, DESIGNED TO INVOLVE THE LABOR MOVEMENT IN CITIZEN CRIMINAL JUSTICE ACTION PROGRAMS, IS DESCRIBED.
Abstract
THE COMMUNITY CITIZEN MOBILIZATION PROJECT, INITIATED IN OCTOBER 1973, HAS COMPLETED THE 36-MONTH EFFORT INVOLVING THE RESOURCES OF ORGANIZED LABOR, BUSINESS, PRIVATE SECTOR COMMUNITY ORGANIZATIONS, AND OTHER SEGMENTS OF THE LAY PUBLIC IN CITIZEN-INITIATED CRIME PREVENTION AND CONTROL EFFORTS IN SELECTED LOCAL COMMUNITIES THROUGH LABOR CITIZEN ACTION COMMITTEES. THE GOALS OF THE PROJECT WERE TO PROVIDE TECHNICAL ASSISTANCE AND EXPERTISE TO EACH ACTION COMMITTEE AND TO ENHANCE THE ACTION COMMITTEE'S CAPABILITIES IN IMPLEMENTING AND SUSTAINING THE GOALS OF THEIR PROGRAMS. THE STATED AND ACTUAL GOALS OF PROGRAMS IN OHIO, OREGON, IOWA, CALIFORNIA, LOUISIANA, TEXAS, AND MINNESOTA ARE PRESENTED. THE IMPLEMENTATION PROGRESS OF THE FOLLOWING PROGRAMS IS DISCUSSED: (1) A TRAINING AND REMOTIVATION CENTER FOR EX-OFFENDERS; (2) A VOLUNTEER PROGRAM TO HELP EX-OFFENDERS CONTRIBUTE TO THE COMMUNITY; (3) A VOLUNTEER PROBATION OFFICER CENTER; (4) A HALFWAY HOUSE FOR TROUBLED YOUTH; (5) A YOUTH SPONSORSHIP PROGRAM; AND (6) AN EDUCATION CAMPAIGN TO BUILD SUPPORT FOR COMMUNITY-BASED TREATMENT CENTERS. IN ADDITION TO THE IMPLEMENTATION OF THESE PROGRAMS, THE FINAL YEAR OF THE PROJECT WAS HIGHLIGHTED BY THE ACCEPTANCE OF THE CITIZEN ACTION COMMITTEES BY THE CRIMINAL JUSTICE SYSTEM. NEW COALITIONS IN THE COMMUNITIES HAVE FORMED AS A RESULT OF THIS SHARED CONCERN OVER CRIMINAL JUSTICE PROBLEMS. THIS PROJECT HAS PROVIDED THE COUNTRY WITH A STRONG CITIZEN SUPPORT GROUP WHICH ADVOCATES AN EFFICIENT AND HUMANE CRIMINAL JUSTICE SYSTEM. TABLES ARE APPENDED. (AUTHOR ABSTRACT MODIFIED--MLC)
