Abstract
THE TEXT OPENS WITH A HISTORICAL DISCUSSION OF THE DEVELOPMENT OF AMERICAN POLICE ADMINISTRATION AND THEN PRESENTS AN OVERVIEW OF POLICE AGENCY ORGANIZATION AND ADMINISTRATION. INCLUDED UNDER THESE TOPICS ARE DESCRIPTIONS OF JOB POSITIONS WITHIN DEPARTMENTS, PLANNING, DIRECTION, CONTROL, AND POLICYMAKING. A PROGRESSIVE POLICE PERSONNEL SYSTEM IS OUTLINED FOR RECOGNIZING MERITORIOUS PERFORMANCE, PROVIDING STRUCTURED AND MEANINGFUL PROCESSES, AND ESTABLISHING A SUPPORTIVE ENVIRONMENT. THE FOLLOWING OFFICER CLASSIFICATION AND PAY APPROACHES ARE EVALUATED--THE DUAL LADDER CLASSIFICATION SYSTEM, TEAM POLICING, THE TRIPARTITE SYSTEM (INVOLVING VARIOUS CAREER TRACKS FOR PROFESSIONAL POLICE OFFICIALS, MANAGEMENT PERSONNEL, PROFESSIONAL CIVILIANS, POLICE OFFICERS, AND PARAPROFESSIONALS), AND PATROL INCENTIVE SYSTEMS. VARIOUS LEADERSHIP STYLES BEING USED IN POLICE SERVICE AND BUSINESS ARE DISCUSSED AS WELL AS THE ROLE OF POLITICS IN POLICE ADMINISTRATION. CHAPTERS ALSO EXAMINE THE USE OF DISCIPLINE, THE EXTENT AND ACCEPTANCE OF WOMEN POLICING, POLICE BRUTALITY AND LIABILITY CHARGES, AND POLICE COLLECTIVE BARGAINING. THE FINAL CHAPTER TAKES A COMPARATIVE LOOK AT POLICE ADMINISTRATION IN JAPAN, ENGLAND, NEW ZEALAND, AND CANADA. REFERENCES AND AN INDEX ARE PROVIDED.
