THE IMPACT OF THE SACRAMENTO COUNTY SCHOOL ATTENDANCE REVIEW BOARD (SARB) PROGRAM ON DELIVERY OF SERVICES TO PREDELINQUENT YOUTH IS EVALUATED. THESE CITIZEN BOARDS ARE SEEN AS NEEDING MORE DIRECTION.
Abstract
THE SARB PROGRAM WAS STARTED BY THE CALIFORNIA LEGISLATURE TO PROVIDE A COMMITTEE TO REVIEW SCHOOL RECORDS, IDENTIFY PREDELINQUENT YOUTH NEEDING COMMUNITY SERVICES, TO SET UP CONFERENCES WITH THE YOUTH AND THE FAMILY TO ARRANGE FOR SUCH SERVICES, AND TO PETITION FOR THE ESTABLISHMENT OF PROGRAMS WHICH ARE NEEDED BUT NOT AVAILABLE. AN SARB IS COMPOSED OF REPRESENTATIVES FROM THE SCHOOLS AND FROM COMMUNITY AGENCIES. THIS REPORT EVALUATES THE FUNCTIONING OF THE NINE SARB GROUPS IN SACRAMENTO COUNTY IN 1977. QUESTIONNAIRES AND INTERVIEWS WITH BOARD MEMBERS, SCHOOL OFFICIALS, AND COURT PERSONNEL WERE USED TO GATHER DATA. THE SARB CONCEPT IS SEEN AS POTENTIALLY USEFUL, BUT, AS PRESENTLY IMPLEMENTED, IT LACKS DIRECTION. SPECIFIC RECOMMENDATIONS INCLUDE TRAINING FOR PRESENT AND FUTURE SARB MEMBERS, CONTINUING WORKSHOPS WITH REPRESENTATIVES FROM COMMUNITY AGENCIES, A TASK FORCE TO HELP PARENTS AND YOUTH UTILIZE ALTERNATIVES, AND CLOSER COORDINATION WITH THE SCHOOLS. IT IS ALSO RECOMMENDED THAT AN ONSITE SARB BE ESTABLISHED FOR EACH SCHOOL. APPENDED MATERIALS INCLUDE A COPY OF THE LAW ESTABLISHING SARB'S; GUIDELINES FOR ESTABLISHING AN SARB; LISTS OF MEMBERS FOR EACH OF THE SACRAMENTO COUNTY BOARDS; A LISTING OF AVAILABLE RESOURCES IDENTIFIED BY THIS STUDY; RESOURCES CURRENTLY NOT AVAILABLE BUT NEEDED, AS IDENTIFIED BY THIS STUDY; AND RESPONSES TO THE OPEN-ENDED PORTIONS OF THE EVALUATION QUESTIONNAIRE.
