TWO U.S. SENATORS, A RAND CORPORATION RESEARCHER, THE ACTING DIRECTOR OF THE STATE DEPARTMENT'S OFFICE FOR COMBATTING TERRORISM, A LAW SCHOOL PROFESSOR, AND THE PRESIDENT OF THE AIR LINE PILOTS ASSOCIATION IDENTIFIED FOREIGN COUNTRIES SUPPORTING TRANSNATIONAL TERRORISTS, ARGUED THAT INTERNATIONAL LAW IS INADEQUATE TO DEAL WITH TERRORISM, CRITICIZED THE FEDERAL GOVERNMENT'S GENERAL LACK OF PLANNED RESPONSES TO ACTS OF TERROR DIRECTED AT U.S. PROPERTY OR CITIZENS, AND DISCUSSED THE UTILITY OF THE 1976 TERRORISM AMENDMENT TO THE FOREIGN SERVICE ACT OF 1961. A SUBSTANTIAL PORTION OF THE TRANSCRIPT IS DEVOTED TO POSITIONS EXPRESSED AND PRESENTED FOR THE RECORD, INCLUDING THE TEXT OF A BILL REQUIRING THE SUSPENSION OF MILITARY AND DOMESTIC AID TO COUNTRIES WILLINGLY AIDING OR ABETTING TERRORISM, STATE DEPARTMENT REPORTS ON ACTS OF INTERNATIONAL TERRORISM IN THE U.S., TRAVEL ADVISORIES DEALING WITH INADEQUATE INTERNATIONAL AIRPORT SECURITY, AND MATERIAL SUGGESTING IMPROVED SECURITY MEASURES FOR AMERICANS AT HOME AND ABROAD. OTHERS ARE REPORTS ON THE ACQUISITION AND USE OF SOVIET WEAPONRY BY TERRORISTS, DIPLOMATIC EFFORTS IN DEVELOPING COUNTRIES NOT SUPPORTING ANTITERRORIST ACTIONS IN THE UNITED NATIONS, AND GUERRILLA TRAINING CAMPS IN THE SOVIET UNION.
