AN OVERVIEW OF UNITED NATIONS (UN) HUMAN RIGHTS STANDARDS AND ACTIVITIES IN THE FIELD OF CRIME PREVENTION AND CRIMINAL JUSTICE IS PRESENTED.
Abstract
UN HUMAN RIGHTS STANDARDS MOST DIRECTLY RELEVANT TO CRIME PREVENTION AND THE TREATMENT OF OFFENDERS ARE REVIEWED. THESE STANDARDS CONCERN RIGHTS DURING ARREST AND DETENTION PENDING TRIAL AND WITHOUT TRIAL, RIGHTS OF ACCUSED PERSONS IN CONNECTION WITH THEIR TRIALS IN COURT, RIGHTS OF CONVICTED PERSONS, RIGHTS OF DETAINEES TO BE PROTECTED AGAINST CRUEL OR DEGRADING TREATMENT OR PUNISHMENT, PROTECTION OF THE COMMUNITY AGAINST CRIME, CONDUCT OF CRIMINAL JUSTICE PERSONNEL, AND PROHIBITION OF DISCRIMINATION IN THE ADMINISTRATION OF CRIMINAL JUSTICE. THE APPLICATION OF SUCH STANDARDS THROUGH UN MONITORING PROCEDURES IS DESCRIBED, AS ARE STANDARDS DEVELOPMENT AND PROMOTIONAL ACTIVITIES--SPECIAL STUDIES, SEMINARS, FELLOWSHIPS, TRAINING COURSES, ADVISORY SERVICES, PUBLICATIONS--RELATED TO CRIME PREVENTION AND CRIMINAL JUSTICE. IT IS PREDICTED THAT THE RELATIONSHIP BETWEEN THE UN HUMAN RIGHTS PROGRAM AND THE ORGANIZATION'S EFFORTS IN THE AREAS OF CRIME PREVENTION AND TREATMENT OF OFFENDERS WILL CONTINUE TO GROW IN IMPORTANCE. THIS RELATIONSHIP IS ROOTED IN SOME OF THE BASIC PRINCIPLES THAT LED TO THE CREATION OF THE UN AND IS REFLECTED BOTH IN THE UNIVERSAL DECLARATION OF HUMAN RIGHTS AND OTHER INSTRUMENTS, AND IN ORGANIZATIONAL AND PROCEDURAL ARRANGEMENTS WITHIN THE UN.
