THE ACTIVITIES OF A COMMITTEE ESTABLISHED IN 1957 BY THE COUNCIL OF EUROPE TO IMPLEMENT THE COUNCIL'S CRIME-RELATED POLICIES ARE SURVEYED.
Abstract
OVER THE 20 YEARS SINCE ITS ESTABLISHMENT, THE EUROPEAN COMMITTEE ON CRIME PROBLEMS (ECCP) HAS UNDERTAKEN A VARIETY OF STUDIES IN THE FIELD OF CRIME PREVENTION AND CONTROL. IT HAS PREPARED 9 EUROPEAN CONVENTIONS, 28 RESOLUTIONS ADDRESSED TO GOVERNMENTS OF MEMBER STATES AND CONTAINING RECOMMENDATIONS TO BE TRANSLATED INTO NATIONAL LAWS, AND 30 TASK FORCE REPORTS. THE COMMITTEE ALSO SPONSORS EXCHANGES OF RESEARCHERS AND PRISON STAFF MEMBERS, PUBLISHES AN INTERNATIONAL BULLETIN ON CRIMINOLOGICAL RESEARCH PROJECTS, AND ARRANGES INFORMAL MEETINGS DURING WHICH OFFICIALS RESPONSIBLE FOR LEGAL REFORMS EXCHANGE VIEWS ON SUCH TOPICS AS ABORTION AND VICTIM COMPENSATION. THE MAJOR ACHIEVEMENTS OF THE COMMITTEE IN THE AREAS OF PENAL LAW, PENOLOGY, AND CRIMINOLOGY SINCE 1957 ARE REVIEWED. THE COMMITTEE'S ONGOING WORK PROGRAM (1975 THROUGH 1980) IS SUMMARIZED. INCLUDED IN THE ONGOING PROGRAM ARE ACTIVITIES RELATED TO THE PUNISHMENT OF TRAFFIC OFFENSES, DECRIMINALIZATION, REMAND IN CUSTODY, INTERNATIONAL TERRORISM, SOCIAL CHANGE AND JUVENILE DELINQUENCY, CRIMINAL LAW IN THE FIELD OF ENVIRONMENTAL PROTECTION, FIREARMS CONTROL, ECONOMIC CRIMES, CRIMINAL JUSTICE PLANNING AND EVALUATION, CRIME DATA, AND VICTIM COMPENSATION. IT IS NOTED THAT THE ECCP COOPERATED CLOSELY WITH THE UNITED NATIONS AND WITH THE UNITED NATIONS SOCIAL DEFENSE RESEARCH INSTITUTE. (LKM)
